The "photo op" is part of the ceremonies. In fact it is probably the most important part for celebrities as it is the source of photos that will be used to commemorate the event.
By denying particular individuals from participating is a huge show of disrespect for them.
If it isn't such a big deal then why would it be important to ms. laura?

Excuse the hell out of me but if you're going to get on someone's case you might want to double check that you're criticising the correct person.
I agree that it will need traffic from tourists and visitors to Cincinnati in order to succeed. School field trips and educational groups will add to business as well as the Greater Cincinnati Area Residents who will check it out a few times. But yes, it will rely on out of towners and non area residents for much of it's business.
